  U.S. Customs agent Victor (Stephen Baldwin) is a special operative who goes Deep Cover to bring down some of the worlds most notorious drugs lords he works under various aliases and he always brings these criminals to justice. He discovers that a group of financial drug smugglers have been using parachutes to skydive the drugs in at night.   Alexander Scott (Stephen Baldwin) is the jailed leader of an environmentalist group thrown in the slammer as the chief suspect when a chemical plant mysteriously explodes.
